EU: Digital Connecting Europe Facility given the green light by European Parliament

On 29 February 2014 the European Parliament approved a €1  billion choice package to support pan-European digital blueprints and high-speed broadband networks. Elements of the European Parliament voted through the entire Plenary session to support the internet based part of the Connecting Europe Facility (CEF) proposed by the Commission in 2011 to extend Europe’s digital, transport and oomph networks.

Under the recognised package, the majority of the funding will provide digital services such as infrastructures, pan-European platforms and seamless cross-border court services for such domains have eProcurement, eHealth and Open Hard drive. The remaining 15  % of the tight budget has been earmarked to broadband servicing, with at least one third of protected projects aiming at speeds of 100  Mb per second or higher.

Neelie Kroes, Vice-President belonging to the European Commission for the Digital Docket said: “Digital infrastructure matters for the entire economy. So today’s vote is just not about telecoms and internet, it is very about giving every sector the things they need to compete or deliver court services. Coming on top of governmental agreement on our eIdentification regulation and consequently proposals to reduce the cost of broadband rollout, this is a great week for Europe’s Digital Agenda. ”

She added: “Giving priority to assist you to ‘building-block’ services that are reusable throughout all sectors, such as eID, eSignature, eInvoicing and Automated Translation, CEF Digital will gradually build up primarily ecosystem in support of a true digital pertaining to market without digital barriers.

“These investments will help change everything from movie theatres to undertaking theatres, from our transport to our holidays industry. We need to combine investments similar to ones voted on today that has new rules so that we construct a good truly connected continent. When we has seamless networks and services regarding everyone can use, that’s when we will know that Europe is ready to compete for decades to come in the global economy. ”

Background Information:

In October the year of 2011, a Connecting Europe Facility (CEF) was proposed as part of the multi-annual investment framework (MFF) to support transport, oomph and digital infrastructure projects (IP/11/1200). This included a budget of €9. 2  billion for CEF internet based of which €7  billion would provide investment in high-speed broadband (leveraging €50-100  billion in public and private investment) and the remaining amount to support court interest digital service infrastructure (MEMO/11/709).

At the February 2013 European Council, the funding around CEF digital under MFF were reduced to €1  billion along with the Commission had to fundamentally reorient the book’s plans for the scheme.
